Currently, the direct use of Living Steel is to summon Tormented Grigoire. Once you have enough Living Steel and other summoning materials, take them to Hall of the Penitent on any difficulty. It needs 12 Living Steel to summon Tormented Grigoire each time, but the good thing is that this number does not increase with the difficulty of Tormented. After you place all the summoning materials, Tormented Grigoire will appear.
